1. Help the reader understand the need for unified action in support of the Republican governors 1994 pledge to restore to the States and the People the prerogatives and freedoms guaranteed them under the Constitution. 

2. Provide introductory guidance to those choosing to respond to this CALL TO ACTION.  

3. Result in our elected officials at the City, County and State level initiating corrective action.  

BACKGROUND - We the undersigned are proud to be Patriots!  We love our country and share a strong belief in the principles, policies, and procedures set forth in our Nation's Declaration of Independence and Constitution to include its Preamble and Bill of Rights {ie, our organic Constitution}.  To our sorrow, we've come to know that the following allegations are true.  

1. "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution and thus violated Rights guaranteed the people." Republican governors conference; 11-22-94.  

2. "Since March 9, 1933, the United States has been in a state of declared national emergency... For 40 years, freedoms and governmental procedures guaranteed by the Constitution have, in varying degrees, been abridged by laws brought into force by states of national emergency... " U.S. Senate Report  93-549 dated 1973  

Knowing these allegations to be true and believing they harbor serious consequences for our nation and its people if not taken seriously and quickly corrected, we are issuing the following RESOLVE.  

Whereas, on 11-22-94, our incumbent Republican Governors unanimously agreed that "Federal action has exceeded the clear bounds of its jurisdiction under the Constitution, and thus violated rights guaranteed to the people" and ...   

Whereas, U. S. Senate Report 93-549 dated 1973 tells us that "Since March 9, 1933, the United States has been in a state of declared national emergency.........For 40 years (now over 65 years), freedoms and governmental procedures guaranteed by the Constitution have, in varying degrees, been abridged by laws brought into force by states of national emergency..... " and ....  

Whereas, the Federal government continues to hold our Constitution hostage under the guise of this national emergency, thereby permitting the President to rule the country via Presidential Proclamations, Decision Directives, Executive Orders, and other unconstitutional acts as if he were a dictator and ....  

Whereas, when in the course of human events, the trustees of a government exceed their delegated powers in an attempt to destroy peoples inherent rights, a decent respect for the orderly conduct of government and the security of the people demands those trustees be held accountable for their acts, and ....  

Whereas we, as we pray is the case with all responsible Americans, hold these simple truths to be self-evident:  

 1. We are endowed by our creator with unalienable rights and as such, WE THE PEOPLE are the sovereigns!  Our unalienable Rights include a right to Life, Liberty, ownership of property, and a government of, by, and for the people.  

 2. For legitimate government to exist in these united Free and Independent States, the principles and procedures set forth in our organic Constitution must be faithfully adhered to by those exercising the public trust in an effort to protect, preserve, and defend citizens unalienable rights and ....  

Whereas, when those holding positions of public trust fail to respect and honor those principles and procedures to that end, or are destructive in that purpose through official acts, it is not only the RIGHT, it is the DUTY of the People to call the guilty parties to the bar of Justice and ....   

Whereas, prudent regard for continuing the proper conduct of government dictates that officials should not be charged for light or transient causes, but when a long history of intentional abuses and usurpations which facts show to be clear and intentional acts of sedition, subversion, rebellion, insurrection, depriving citizens of their unalienable rights, misprision of office, and/or treason, it is the right and the duty of all conscientious citizens to require an accounting of those officials for their failure to honor their oath and to provide the service to which called and ....  

Whereas, the history of the stewards of our government for over 50 years has not just been one of failure to preserve, protect and defend our lawful form of government; it is a history of clear acts of omission and commission designed to destroy it, a history of repeated injuries and usurpations all tending toward the direct object of creating a tyranny over the States and the people.  

Therefore, let a few important facts be submitted to a candid world.  With the concurrence of the sitting Presidents, both Houses of Congress have knowingly and deliberately:  

1.   • enacted laws, ratified treaties and promoted and adopted Constitutional amendments designed to contravene important principals of our organic Constitution, thereby decimating our unalienable Rights and over-burdening us with taxes and paperwork.  

2.   • failed to challenge judicial decisions which clearly lack Constitutional relevance and have altered Constitutional intent.  

3.   • created a multitude of offices, committees and bureaus which usurp the duties of Constitutional offices.  

4.   • permitted their agents to impose American authority into the domestic affairs of sovereign countries in violation of the Monroe Doctrine.  

5.   • turned American trade policies over to international determination, thereby eliminating trade barriers which protected our economy, the jobs of our workers, and destroying our American System of Economic Independence.  

6.   • given "most favored nation status" to the most corrupt country in the world, thus encouraging transfer of American free enterprise production to State run operations.  

7.   • permitted the fruits of child labor to flood this country with inferior products at the cost of American jobs.  

8.   • supported the U.N. whose ultimate GOAL is the enslavement of all humanity as clearly revealed in "Our Global Neighborhood: The Report of The Commission on Global Governance" (ISBN # 0-19-827997-3).  

9.   • used our taxes to finance American business expansion overseas to the detriment of American workers.

10.   • sent into every town and village hordes of "social workers" to enforce the edicts of the "social scientists" bent on creating a New World Order by altering the methods and customs of our people.

11.   • underwritten debts of international bankers with the full faith and credit of the American people.

12.   • created a tax system that permits affluent citizens to evade liability while denying workers the fruits of their labor.

13.   • transferred their Constitutional responsibility over the Budget to the Executive Branch.

14.   • in essence, created a dictatorship by holding our Constitution hostage to Emergency Powers given the Presidency.

15.   • permitted a privately owned banking system to "coin" our money, loan it into existence under usury, and regulate its value; thereby placing our people in perpetual economic bondage.

16.   • transformed our Military from an establishment of national defense to that of an enforcer of U.N. (Banker) policies. 

17.   • required American troops to serve under foreign command and submitted them to the ‘justice' of alien laws.

18.   • permitted our military personnel to be subjected to experimental projects without their knowledge or consent and to be used in ways designed to usurp the powers of local governments.

19.   • condoned military assaults on American citizens absent legal finding of wrongdoing (Waco; Ruby Ridge; et al)

20.   • unconstitutionally created a national police force to intimidate, harass, and subjugate our people.

21.   • permitted compromising of our voting process via electronic ballots; motor voting; removal of validation of voters; replacing ‘reapportionment' with ‘redistricting', et al

22.   • created a condition wherein the goal of ‘public service' has been subordinated to the goal of re-election.

23.   • encouraged immigration of both legal and illegal aliens, regardless of their ability to support themselves, the condition of their health or other consideration.

24.   • destroyed our nation's historic system of education by replacing it with one which no longer produces competent citizens, and over which parents and local elected officials have no control.

25.   • permitted an atheistic minority to obliterate the clear evidence showing the united States of America were formed under Divine direction by people determined to provide and practice freedom OF religion for they and their posterity and ....

Whereas, at every stage of these and other oppressions, people have petitioned for redress of grievances to no avail and repeated attempts to be heard have been answered only by repeated injury; and ....

Whereas, our President(s) and Congress have been deaf to the voices of justice and of reason and have sought office by appealing to the known base desires of the public, but once there, conveniently forgotten their promises, and ....

Whereas, our Declaration of Independence affirms "That these United Colonies are, and of Right ought to be, Free and Independent States," and ".... have the full Power . . .to do all . . .Things which Independent States may of Right do."

Be it solved that WE the undersigned, relying on the Supreme Judge of the Universe for recognition of the righteousness of our cause, do hereby humbly and respectfully pray that:

1.  our Nation's Veterans, who are a National treasure, remember and act to uphold their oath of office to "protect and defend the Constitution for the United States from all enemies, foreign and domestic" by providing the local, county and state level leadership needed to build an undeniable political force capable of peacefully reclaiming control of our institutions of government.

2.  every church leader in our Nation believing in the sacred Biblical principles, policies and procedures which were theoretically secured for us by our Nation's founding documents inform their congregations of the seriousness of the "Federal actions" which "exceed the clear bounds" of Federal authority, the urgent need for these unconstitutional actions to be corrected and how they can help by becoming a member of the team dedicated to Taking America Back.

3.  our Representatives at the City, County and State level recognize the urgency and necessity of using the Doctrine of Interposition to negate the unconstitutional "Federal actions exceeding the clear bounds of its jurisdiction under the Constitution." We also request they recognize the need to hold those responsible for these acts accountable and that they immediately initiate action designed to do so.

4.  our State Representatives accept that they, as representatives of WE, THE SOVEREIGN PEOPLE OF AMERICA, are the principals to the Constitution and that under the Law of Agency, they have the authority and responsibility for its proper interpretation and implementation. We request they use this lawful power and the protection of our Constitution's 9th and 10th Amendments and the Doctrine of Interposition to negate and/or correct the "Federal actions" exceeding Constitutional authority and create a formal commission charged with the responsibility of identifying the major Federal actions alluded to by the Republican governors and the status of the "Emergency Powers" allowing the President to bypass the Constitutional process.

In support of this Action, be it resolved that we the undersigned, as sovereign citizens blessed with unalienable Rights granted us by our Creator and with a firm reliance on the protection of divine providence, do mutually pledge to each other our lives, our fortunes, and our sacred honor, to help provide the leadership and resources needed to implement a plan designed to optimize the ability of Americans to peacefully Take America Back.

Be it further resolved that we:

1.  respectively request that every concerned American recognize the truth contained in Medori Severi's observation saying: "until we abandon our manifold private agendas and unite, we will merely be hapless observers standing at the bottom of a dark, deep pit, wistfully hoping to save the world, but really doing little more than breaking the fall of compatriots who are pushed in on top of us. Only by uniting in a common effort devoid of subjective paradigms will we be able to mold the human spirit upon which we may ascend to freedom.  That is the real and true meaning of the term, ‘united States'; in the modern sense, the people of America united to defeat Fascism, the ancient and eternal enemy of all humankind."

2.  urge every American to respect the need to heed Gillaume Pitt's advice saying "every meeting, every conference, and every conversation is a failure that does not produce an army. The first requisite of an army is to subscribe to service......"

3.  ask that every concerned American show their commitment to join with us in spirit and the lawful actions through which we can Take America Back by sending a signed copy of the CALL TO ACTION to the CNC and by participating on a TAB team dedicated to this cause.
